“Heating planning: From preliminary considerations to successful implementation”

Municipal heat planning (KWP) is a component of municipal planning. In order to be successful, it should be integrated into other planning processes as far as possible.
With regard to infrastructure, waste heat sources, etc., the first question that arises is what development prospects a municipality has. Possible considerations are illustrated using an example project.
KWP explains the differences between various approaches seen in practice and the advantages and disadvantages of each approach.
Ultimately, KWP only provides homeowners in the respective municipality with non-binding information on where heating networks could be established. In this respect, the KWP raises the question for municipalities of who could implement them and in what steps, and what conditions the municipality can create for this. Various options and gradations are presented for this purpose – from municipal utilities to external contractors who only require rights of way from the municipality – and discussed with their respective advantages and disadvantages as well as the necessary steps from a technical and economic perspective.
